Eliot Massie recently had a post about the role of the invitation in regards to encouraging learners to learn. Even more interesting are his comments in regards to using a learning management systems as a learning invitation engine.
The tactics discussed in two recent posts can be applied to learners, where the learner is in both the role of the prospect (getting them to sign up for an online course) and the customer (retaining them, i.e. making sure they attend, and encouraging them to sign up for more courses).
